Optimal stacking of pallets with different amount of pallet-collars

OK, my "problem" is that I would like to optimally stack (not exceeding set height) several pallets containing from 1 to 4 pallet collars.
First, I couldn't find collars in the app. But we can get around that creating box with dimensions of 1200x800x200mm.
But my main question is, what scenario could be used to solve my problem?


Example. I have:
3x 1 collar pallets;
5x 2 collar pallets;
7x 3 collar pallets;
3x 4 collar pallets.
And I need to stack them in such way that each stack height wouldn't exceed lets say 2300mm and together they would ocuppy least possible count of pallets spaces in a truck.
Hope I explained it in an understandable way.

P.S. We are talking about Euro pallets and collars if that makes any difference.

StackBuilder is for homogeneous stacking only (for the moment at least), meaning it can only stack one type of item in an analysis and can not handle different sizes.
There is also no collar in the application.
Note: The problem you described looks like the "knapsack" or "rucksack" problem but I am not sure if even Cape Pack that does heterogeneous packing can help you with this problem.
